The Court of King’s Bench (also known as the Court of Queen’s Bench, depending on the gender of the reigning monarch) was established in 1872 from its predecessor, the Manitoba Supreme Court. Its first two Justices were Louis Betournay and James McKeagney. The court also had appellate jurisdiction until this was transferred to the Court of Appeal in 1906. Joseph Dubuc, who was the Chief Justice of the Court of King’s Bench at the time of the creation of the Court of Appeal, continued to be Chief Justice of Manitoba until his retirement. Thereafter, the Chief Justice of the Court of Appeal is also the Chief Justice of Manitoba.
Judges in the Court of Appeal, Court of King’s or Queen’s Bench, and the former County Court / Surrogate Court (amalgamated with Queen’s Bench in 1984) are appointed and paid by the Canadian federal government, whereas those of the Provincial Court are appointed and paid by the Manitoba provincial government. The Police Court function has been assumed by the preceding courts so it no longer exists.
The Provincial Court was created on 1 January 1973, before which cases were handled by local magistrates and justices of the peace. The Provincial Court is the only Manitoba court with an exclusively original jurisdiction, hearing all its cases for the first time but no appeals.
Until recently, the Manitoba Provincial Courts included part-time as well as full-time judges. Not all part-time judges are included in the following list. As well, some judges of the Queen’s Bench and Court of Appeal were, prior to their appointment to federal courts, also part-time Provincial Court judges. These appointments are not denoted in the list.

2. Ranks: A Puisne Judge is a judge who is not Chief Justice or Associate Chief Justice. A Supernumerary Judge is a federally-appointed judge who has elected, after at least 15 years of service and whose combined age and years of service total at least 80, or whose age exceeds 70 years with at least 10 years of service, to give up their regular judicial duties and have a reduced workload.
