Lawyer, judge.
Born at Steinbach on 2 May 1926, son of Jacob R. Barkman and Helena T. Wiebe, he served in the Canadian Army during the Second World War, receiving the Canadian Volunteer Service Medal and Canadian War Medal. He became an active member of the Steinbach branch of the Royal Canadian Legion until his death, serving as its Vice-President and President. He resumed his education in 1945 and graduated from the Manitoba Law School in 1951. He worked as a lawyer before serving as a County Court judge from 1972 to 1984, including a one-year term (1983-1984) as Chief Judge, and a Puisne Judge on the Court of Queen’s Bench from 1984 to 2001. He died at the St. Boniface Hospital on 14 May 2018.
