Lawyer, judge.
Born at Winnipeg on 3 August 1930, son of Cecil Bray Philp and Nora Eileen Reed (1898-1948), he attended the University of Manitoba, receiving BA (1951) and LLB (1955) degrees, and serving as Senior Stick of Arts in his senior undergraduate year. He began practicing law with John MacLean Hunt before joining the firm of Fillmore Riley in 1960. He served as Chief Judge on the County Court from 1973 to 1983, and a Puisne Judge on the Court of Appeal from 1983 to 2005. In 1953, he married schoolteacher Maureen Valerie Berringer (1930-2018) and they had three daughters. He was a member of the St. Charles Country Club. In recognition of his community service, he received a Queen Elizabeth II Golden Jubilee Medal (2002). He died at Winnipeg on 12 April 2022.
