Civil servant.
Born at Glasgow, Scotland, 3 June 1874, son of John Alexander Hay and Elisabeth Maxwell, he was educated in Glasgow. In 1925, he was Assessment Commissioner for the City of Winnipeg until retirement in 1934. He was an officer in various religious, athletic, and political organizations in Winnipeg. He was a member of McDougall Memorial Methodist Church and later Grace United Church, Maple Leaf Curling Club, and Masons (King Edward Lodge), and his recreations included curling and lawn bowling. He lived at 499 Greenwood Place, Winnipeg. He died unmarried at the Winnipeg General Hospital on 14 November 1950 and was buried in the Elmwood Cemetery.
