Memorable Manitobans: Charles Jerome Phelan (1941-2022)

Lawyer.

Born at Winnipeg on 30 June 1941, son of Charles Chappelle Phelan (1899-1983) and Margaret Jerome (1912-1992), he grew up in River Heights and attended St. Paul's High School and the University of Manitoba, earning from the latter Bachelor of Arts (1963) and Bachelor of Laws (1967) degrees. He practiced law with the firm of Monk Goodwin and was made a Queen's Counsel (1988). In 1972, he married Sylvia Shewchuk and they had three children. In recognition of his community service, he received a Queen Elizabeth II Silver Jubilee Medal (1977). He died at Winnipeg on 15 March 2022.
