Educator, school inspector.
Born in the Rural Municipality of North Norfolk on 4 May 1920, son of Robert J. “Bob” Outhwaite (1881-1960) and Harriet Beatrice Brigham (1882-1978), he grew up on the family farm at 17-11-11W, attended Austin School, and graduated from the University of Manitoba with a BEd degree. He was Principal of Seven Sisters School (1940-1949) and Devonshire School (1949-1952). In 1952, he joined the Winnipeg School District, teaching at Somerset School (1952-1956) and as Principal (1956-1958) of a summer/vacation school in Winnipeg. He joined the Teachers Training Faculty at Brandon College (1958-1960) and, in 1960, was appointed School Inspector for the Rolling River School Division. He then moved to Minnedosa. He and his wife had one son and one daughter. Later, he resettled to British Columbia where he died at Victoria on 27 February 2018.
