Born at Winnipeg in 1882, son of Michael Kelly and Elizabeth Phoebe O’Neill (1848-1936), he was involved in the family construction business, working as a foreman for Thomas Kelly and Sons in construction of the Shoal Lake Aqueduct. He was later a board member for the National Construction Company and a member of the Winnipeg Builders Exchange. During the Second World War, he was involved in wartime defence projects at Prince Rupert, British Columbia.
On 7 June 1911, he married Blanche Esther Raymer (1886-1984) at St. Mary's Cathedral and they had three children: Raymer Martin Kelly (1913-1974), Stanley A. Kelly, and Patricia Fern Kelly (wife of ? Houston). The family lived at 83 Spence Street (1911-1953). He was a member of the Manitoba Amateur Drivers' Association and Knights of Columbus, and owned a trophy-winning racehorse. He died at the Misericordia Hospital on 7 August 1946 and was buried in the St. Mary's Cemetery.
