Lawyer.
Born at Fort William (now Thunder Bay), Ontario on 11 June 1957, son of Edward and Dorothy Tacium, he moved with his family to Winnipeg in 1967. He graduated from Windsor Park Collegiate in 1975. Four years later, he became a quadriplegic when he suffered a severe spinal cord injury in a car accident. He received BA (1980) and LLD (1985) degrees from the University of Manitoba, articled for a year with the Attorney General of Manitoba, then started a law practice working from an office in his home. In 1987, he joined David Vincent and Daniel P. Orlikow in forming Tacium Vincent and Orlikow in which he was the senior partner. His community service included involvement with the Movement Centre of Manitoba, Salvation Army Gifts for Kids, Winnipeg Humane Society, and Ducks Unlimited Canada. He died unmarried at Winnipeg on 27 March 2012.
