School trustee.

Born at Winnipeg on 26 October 1949 to Dorothy Mary Papineau (1924-2021) and Robert Stephen “Bob” Opitz (1923-2001), she received a Certificate in Education (1971) and an MEd degree (1996), both at the University of Manitoba.

While enjoying the challenge of her work as a human resources professional, she was also dedicated to raising her three daughters as a single mother. She played a vital role in her community, serving 30 years on the Seven Oaks School Board. She also served as President of the Manitoba Association of School Trustees (1987-1988). In 1991, she received the YWCA Women of Distinction Award. She was a Liberal candidate for the Winnipeg North Centre riding in the 1997 federal general election but was defeated by Judy Wasylycia-Leis.

She died at Winnipeg on 12 March 2008. In 2014, the Seven Oaks School Division opened a 20,000-square-foot gathering space for students and the community at Maples Collegiate, called the Judy Silver Student Commons, in honour of her contributions to the Division.
