Born on a farm in Raleigh Township, Ontario on 27 May 1874, son of Nelson H. Shepley (1835-1917) and Lydia Ann Jenner (1842-1913), he worked in building construction at Windsor before coming to Manitoba where he was a contractor at Winnipeg, in partnership with Charles P. Mills (c1877-1910) in the firm of Mills and Shepley, and later in partnership with his brother Ira E. Shepley (?-?). He later worked in contracting at Brandon. Still later, for more than 20 years, he farmed south of Brandon until retirement in 1945. On 27 March 1907, he married Elizabeth May Grant (1874-1970) at Brandon and they had a daughter, Mary Elizabeth Shepley. The family lived at 625 - 20th Street, Brandon. He died at Brandon on 23 June 1959 and was buried in the Brandon Cemetery.
