Accountant, civil servant.
Born at Rainy River, Ontario in 1922 to Annie Smith (1890-1977) and Amos Morgans Evans (1892-1953), he grew up in the Norwood neighbourhood of Winnipeg. He joined the Royal Canadian Air Force during the Second World War and was stationed in England. In 1944 he married Laura Irene Carlson (1924-2004) and they went on to have two children.
After his stint with the RCAF, he took advantage of government financial support and obtained a Chartered Accountant’s degree from the University of Manitoba. He chose to work for the city, excelled at his job, and rose through the ranks. In 1971 he was appointed the first Commissioner of Finance for the newly amalgamating City of Winnipeg.
Outside of his career, he served with the Kinsmen Club and was a life-long member of the Royal Canadian Legion. He also wrote and self-published his memoirs, Je Me Souviens.
He died at Winnipeg on 25 June 2009.
