Railwayman, municipal official.
Born in Alberta in July 1906, son of Arthur Bowers (1872-?) and Esther Bowers (1875-?), he and wife, Myrtle Velma Fountain (1905-1979), married at Calgary, Alberta in 1929. The couple had a daughter and a son. In 1937, the family moved to Winnipeg and he later worked for the Canadian Pacific Railway.
While residing at 1861 Elgin Avenue West in Brooklands, he served as Councilor (1950-1952), Acting Mayor (1952), and Mayor of Brooklands (1952-1954). After a one-vote 1953 defeat to Daniel Harry Juba in a four-way contest, the result was overturned by County Court Judge Cecil Bray Philp and a new by-election was called. This second head-to-head vote was lost 614 to 498. He served as President of the Brooklands Community Club. In recognition of his community service, he received a Queen Elizabeth II Coronation Medal (1953).
He died at the Grace Hospital on 16 July 1997 and was buried in the Brookside Cemetery.
