Lawyer.
Born at Ballymena, Northern Ireland on 15 July 1896, he came to Canada in 1913. Two years later, he enlisted in the Canadian Expeditionary Force and served overseas with a machine gun company and the Canadian Engineers before being seconded to Canadian Military Intelligence. Returning to Winnipeg from military duty, he was worked as a barrister. He was Deputy Minister of Labour (1947-1962) and President of the International Association of Governmental Labour Officials (1960-1961). He was a founding member and Manitoba director of the Canadian Industrial Safety Association. He was made a Queen's Counsel (1952). In November 1962, he was appointed Chair of the Manitoba Workmen's Compensation Board, succeeding Glynn Lloyd Cousley. He died at the Health Sciences Centre on 23 January 1981.
