Community activist.
Born at Dauphin on 28 April 1941, daughter of nurse Frances Anne Ruddell (1903-1977) and railwayman Ernest Cyril Spencer (1905-1979), in 1985 she founded the North End Women's Centre on Selkirk Avenue in Winnipeg and was its Executive Director for over 20 years. It assisted women experiencing family violence and eventually provided a wide range of community-based programming. In recognition of her community service, she received a Queen Elizabeth II Golden Jubilee Medal (2002). She died at Winnipeg on 18 July 2011. She was selected posthumously as a Manitoba Women Trailblazer (2021).
