Born at the Isle of Man, Scotland in 1912 to William and Annie Quayle, he emigrated with his parents to Canada in 1916. He was raised and educated in Winnipeg and lived his entire life there. With his wife Evelyn Quayle (1913-2006) he had one daughter.
For 42 years he worked for the City of Winnipeg, serving as City Clerk for the last 10 years of his career before retiring in 1976. In 1971, he was awarded the City of Winnipeg Community Service Award.
He spent his last few years at The Westhaven retirement residence in Winnipeg, and died on 29 July 2009.
