Memorable Manitobans: Robert Parker Pelly (1790-1825)Governor of Red River Settlement (1823-1825). Born in England on 10 January 1790, he was a captain in the East India Company’s service, and from 1823 to 1825 he was Governor of Assiniboia in the Hudson’s Bay Company’s territories. He was not a great success. It was Pelly who took a series of watercolours by Peter Rindisbacher to England and had oil copies made which replaced the original figure of Andrew Bulger with himself.
