Businessman, municipal official.

Born at Dudley, West Midlands, England around 1912, he emigrated to Canada in 1919 and settled at Winnipeg. In 1938 he moved to Dauphin and opened an automotive electronics business known as Kemp and Mobberley. He served as Mayor of Dauphin (1959-1964) and President of the Manitoba Association of Urban Municipalities (1962-1963). He died suddenly at Dauphin on 21 February 1989.
