Civil servant.
Born in Bruce County, Ontario on 11 February 1869, son of John McNeill and Agnes Thompson, he was educated at the public schools of Ontario. He farmed in Ontario then came to Manitoba in 1901 where he worked in the Canadian Pacific Railways Lands Department. In 1906, he entered the firm of Osler, Hammond and Nanton (Mortgage Department) and stayed there until 1917 when he was offered and accepted the position of Commissioner of the Manitoba Farm Lands Association in the Manitoba government.
On 10 June 1908, he married Miss R. L. Lemox. He was a member of the Elmhurst Golf and Country Club and IOOF. In 1925, he lived at 606 Gertrude Avenue, Winnipeg.
