Farmer, municipal official.
Born at Lesser Slave Lake in the North West Territories in December 1849, he came to St. Boniface as a child and was educated at St. Boniface College. He farmed at St. Francois Xavier for many years and served as clark of the county court at St. Francois Xavier. He served as Reeve of the Rural Municipality of St. Francois-Xavier (1904-1908, 1910-1911). In this capacity he attended the 1905 founding meeting in Brandon of the Union of Manitoba Municipalities.
He was married to Elise McDougall (?-?) and they had eight children: George McDougall (1875-?), Alfred McDougall (1877-?), Adolphe McDougall (1882-?), Mariana McDougall (1883-?), John P. D. McDougall (1886-?), Frank McDougall (1888-?), William McDougall (1891-?), and Colin McDougall (1893-?). He died at the St. Boniface Hospital on 9 June 1925 and was buried in the Saint-Francois Xavier Cemetery.
