Professor.
Born at Summerside, Prince Edward Island on 19 November 1913, son of Arthur Wellington McDowell (1876-1970) and Melissa Gertrude MacDonald (1880-1967), during the Second World War, he served overseas with the Royal Canadian Signal Corps. He received a BA degree from Dalhousie University (1947) and an MA degree from Clark University (Worcester, Massachusetts). He taught at Mount Allison University (?-?) and the University of Alberta (1953-1956) before coming to Brandon College in 1957 where he was a member of the Economics Department and served as its Chair. He wrote the book The Brandon Packers Strike: A Tragedy of Errors (1971). After retirement in 1979, he was Chairman of McKenzie Seeds (1982-1984). He died unmarried at his Brandon home, 42 Almond Crescent, on 20 February 1986. His estate left $175,000 to Brandon University to be used for student scholarships in History, Sociology, Psychology, Economics, and Social Sciences.
