Business manager.
Born William Robert Elgin Garvin at Dauphin on 1 December 1902, son of Robert Garvin (1870-1960) and Emma Jane Glass (1870-1955), he was educated in Winnipeg. He worked for Breen Motors, rising to become its President. In 1945, he married Nora Gertrude Jenkins (1903-1984). They had no children. He died at Vancouver, British Columbia on 12 March 1981 and was buried in the Masonic Cemetery there.
