Artist, civil servant.
Born at Batticaloa, Ceylon (now Sri Lanka) in July 1856, of Charles Dixon and Emily Sarah Gray, he was educated at London, England before coming to Canada where, from 1881 to 1897, he worked in the Land Titles Office at Winnipeg and had a farm near Millford. He was transferred to Ottawa, dying there in 1914. Throughout his life, he made numerous sketches and paintings, most of which have never been seen publicly.
