Born at London, England on 17 October 1854, son of Edward and Elizabeth Eleanor Quelch Chambers, he was educated at Pembroke College (Cambridge, England). He was called to the English Bar at London, England in 1875. He came to Winnipeg in 1880 where he was a capitalist, having large real estate interests around Manitoba. He was a member of the Manitoba Club, St. Charles Country Club, and Middle Temple Club (London, England). In 1911, he lived in the Royal Alexandra Hotel.
