Farmer, municipal official.
Born in Ontario on 11 June 1864, he farmed in the Rural Municipality of Blanshard and attended the founding 1905 meeting, in Brandon, of the Union of Manitoba Municipalities. In 1894, he married Ellen Elizabeth Short (1870-1946) and they had three sons: Peter Lorne Barr (1900-1922), George Leonard Barr (1909-1959), and Edmund James Short Barr (1911-1968). He died at Salmon Arm, British Columbia on 8 December 1940 and was buried in the Mount Ida Cemetery.
