Community activist.
Born on 5 September 1953, daughter of Armande Tougas and Louis Massicotte, she was President of the Provincial Youth Council, an active member of the New Democratic Party, and Commissioner of the Division Scolaire Franco-Manitobaine. She pioneered the establishment of l’Entre-temps des Franco-Manitobaines, a bilingual shelter for women and children affected by domestic violence, and was its Executive Director at the time of her death. The facility was renamed ChezRachel in her memory. She and husband Gérald Schaubroeck had two children. She died on 25 September 2006 and was selected posthumously as a Manitoba Woman Trailblazer.
