Electrician, municipal official.
Born on the family farm near Notre Dame de Lourdes on 16 June 1934, son of Jean-Baptiste Julien and Marie Hebrard, he grew up at Notre Dame, where he later worked as an electrical contractor. He served on the village council and was Mayor of Notre Dame de Lourdes from 1990 to 2001. He also volunteered with the Centre de Sante Notre Dame, the fire brigade, and the Foyer Board. He died at Notre Dame on 1 August 2001 and was buried in the Notre Dame Parish Cemetery.
