Businessman, municipal official.

Born on 20 March 1935, son of Richard “Dick” Howard (1910-1984) and Ethel Freda Fisher (1911-1998), his childhood was spent near Oak Point, Vivian, and at Gimli. He began a business career with the Hudson’s Bay Company in northern Ontario, moving to Birtle in 1955 to take a job with the local Co-op. He and his wife later operated ladies wear and grocery stores there. On 3 May 1956, he married Margaret “Margie” Robertson (1930-?) and they had three children. He served as Mayor of Birtle (1970-1983), President of the Union of Manitoba Municipalities (1980-1981), President of the Birtle Chamber of Commerce, and a member of the Manitoba Municipal Board. He died at Birtle on 4 July 1986 and was buried in the Birtle Cemetery.
