Labour leader.
Born at Montreal, Quebec in 1947, son of Norman Hilliard and Peggy Milne, he worked as a miner at Thompson and Leaf Rapids. He served as President of the Manitoba Federation of Labour. He was an active member of the New Democratic Party. In recognition of his community service, he received the Queen Elizabeth II Diamond Jubilee Medal (2012). He died at Gimli on 5 August 2021.
