Born at Hamilton, Ontario on 12 August 1856, he came to Manitoba around 1892. Soon after, he purchased the Carman Standard newspaper of which he was Editor until shortly before his death. He and wife Margaret J. G. Harper (1861-?) had two children: William J. J. Harper (1880-?) and Mable S. Harper (1881-?, wife of ? Hemenway). He was a member of the Presbyterian church. He died at Carman on 27 November 1916 and was buried in the Carman Greenwood Cemetery.
