In November 1958, the provincial government under Premier Duff Roblin passed an amendment to The Public Schools Act that gave itself the authority to establish school divisions for secondary education in Manitoba, so long as the divisions were approved by a majority of voters in an area. In April 1959, recommendations of the MacFarlane Commission and the School Divisions Boundaries Commission led the Minister of Education to propose the establishment of school divisions with responsibility for education in grades 9 to 12. Through that year, divisions were established as local voters approved the proposal. Within a few years, the divisions would assume responsibility for education in all grades.
