Physician, municipal official.
Born at Picton, Nova Scotia in 1873, he received his early education at the Pictou Academy and graduated in medicine from Dalhousie University in 1899. He came to Winnipeg in 1903 and had a general medical practice. He served on the Winnipeg city council (1911-1916).
In 1905, he married Flora McKinnon (?-1960) and they had two children: J. D. Munroe and Harriet Ellen Munroe. He was a member of the Masons and Native Sons of Canada. He died at his Winnipeg home, 165 Lipton Street, on 4 June 1935 and was buried in the Elmwood Cemetery.
