Educator.
Born in Huron County, Ontario on 27 May 1887, son of farmers Thomas Higgins (1844-1916) and Margaret Taylor (1854-1934), he grew up with his family in what is now the Municipality of Morris-Turnberry (1901) and became a teacher during the 1900s. By 1906, he was residing at Virden with his brother Thomas Francis Higgins (1876-1938). He taught at Lyonshall School (1907), was teacher (1908-1910) and Principal (1910) of Goose Lake School, and taught at Cromarty School (1911).
On 20 December 1911, he married Minerva Stafford (c1887-?) in Huron County and they moved to Saskatchewan where he taught at Imperial (1916) and took up farming at Tessier (1921). Widowed in the 1920s, by 1926 he was living at Regina (1926) with his brother Thomas. His later whereabouts are not yet known.
