Lawyer.
Born at Birmingham, England around 1905, he came to Canada with his family around 1914. He was educated in Winnipeg schools and attended the University of Manitoba (BA 1929) and graduated from the Manitoba Law School in 1931.
He was called to the Manitoba Bar later that year then practiced privately until 1940 when he joined the legal department of the City of Winnipeg. He was appointed City Solicitor in 1954. He was made a Queen’s Counsel in 1957. He retired in May 1969.
On 21 August 1937, he married Margaret Appleyard (1911-2000) at Winnipeg and they had three sons: William John Fraser, James Brian Fraser (1941-2019), and Edward Robert Fraser (1950-1950). The family lived at 267 Borebank Street. He was a member of the Masons (Assiniboine Lodge).
He died at Winnipeg on 22 June 1982 and was buried in the Garry Memorial Park.
