Educator.
Born in Manitoba on 15 June 1938, son of Laurent Auguste Tougas (1890-1976) and Heloise Baril (1898-1986), he attended school at Ste. Anne, St. Paul College, and the University of Manitoba, the last from which he earned BA (1962) and BEd (1965) degrees along with a Certificate of Education (1963).
His 44-year career in education began working as a teacher, including at Jefferson Junior High School (1962-1963), Glenboro Collegiate (1965-1966, 1968-1970; Vice-Principal 1969-1970), RCAF Station Marville [No. 1 Wing Senior School at Marville, France] (1966-1967), at Department of National Defence School at a Canadian Forces Base in West Germany (1967-1968), Nellie McClung Collegiate (1995-1996), was Principal of St. Laurent School (1970-1974, 1988-c1990), as well as Special Education Co-ordinator (1981-1982) and Superintendent (1991-1994) of the White Horse Plain School Division.
On 25 August 1962, he married Mona Marie Van Den Bussche at the Holland Roman Catholic Church and together they had four children, one of whom was Michael Brett Tougas (1966-1988). The couple divorced in 1990. A second marriage on 26 June 2004 to Iris Ann Reece at Gimli ended with divorce in 2009.
He died at the Grace Hospital in Winnipeg on 16 March 2015 and was buried in the Ste. Anne Roman Catholic Cemetery.
