Major Joseph Thomas Proctor

Businessman, municipal official, church leader.
Born at Listowell, Ontario on 7 November 1874, son of English immigrants Henry and Hannah Proctor, brother of Albert James Henry Proctor, he moved with his parents and siblings to the Woodlands district in 1878. He and his brother W. G. E. Proctor ran a lumber yard in the area from 1900 to 1930.
He served as tax assessor and Secretary-Treasurer for the Rural Municipality of Woodlands from 1908 to 1941. He was widely known across Manitoba for his long tenure, his knowledge of legislation governing municipalities, and his willingness to share his expertise. He served as Warden of St. George’s Anglican Church for many years.
On 11 February 1914, he married Margaret Berthon Tully (1889-1987) of Poplar Heights. They had two daughters: Elsie Mary Proctor (1915-2013, wife of Erwin MacNeil Castle) and Marjorie Berthon Proctor (1917-2007, wife of Robert Speers Van Camp).
He died at his home in Woodlands on 22 November 1947 and was buried in the St. George‘s Anglican Cemetery.
