This organization for the education of hearing-impaired people was founded in 1888. Its origins trace to the early 1880s and the efforts of Frederick Henhurst Francis of Headingley and John C. Watson, formerly of the Minnesoda School of the Deaf. Located within Winnipeg, it was known as the Deaf and Dumb Institute until 1912 when its name was changed by a Legislative Act to the Manitoba School for the Deaf.

The regulations which governed the school stipulated compulsory attendance at least four months per calendar year for all Deaf and Dumb [Mute] children aged eight to fifteen, with any parent or guardian neglecting this obligation liable for financial penalty or imprisonment not exceeding 30 days. Children of either eligibility group were alternatively permitted to instead attend public schools within Manitoba, providing their condition did not unduly impair their scholastic progress. The Institute was responsible for the mental and moral training of boys and girls enrolled within, providing that they were of sound mind and free of both infectious diseases and vicious habits. With the opening of their first purpose-built facility on Portage Avenue in 1892, attendance was changed from that of a day school to a residential school, with all pupils required to live on-site and under the charge and care its Principal during the school session. During the summer vacation, all children were returned to their own homes. It remained a residential school until 1940. No costs were charged for tuition, board, nor lodging, however with no school uniforms provided, responsibility for clothing the children remained that the family, along with including a small stipend to cover any incidentals from clothing repairs to postage stamps, the balance of which would be refunded at the school sessions end. Enrollment from outside Manitoba was permitted upon reasonable terms until superceded via official transfer agreements later reached between Manitoba and the provincial goverments of British Columbia, Alberta, and Saskatchewan which saw this school become home to Deaf students from across the Western Provinces, and at no charge to their respective parents/guardians. Beginning in 1931, pupils from Saskatchewan were withdrawn to attend the Saskatchewan School for the Deaf which opened in that year. The school was a non-denominational facility, with both Protestant and Catholic religious instruction privided for on Sundays, the latter via the Archbishop of St. Boniface.

The school published a newsletter known as the The Silent Echo (April 1892 - June 1914), The Echo (November 1914 - May 1927), and The Manitoba Echo (October 1927 - May 1940).

In October 1914, the school relocated to the Manitoba Agricultural College, with an official opening of their campus held on 11 December 1914. Four of the eight large structures were initially utiliized by the school, namely the main building, dormitory, hospital, and Superintendents residence.

While located at the University of Manitoba Fort Garry Campus (1917-1922), the Superintendent and Bursar had their offices in the Administration Building along with three classrooms, while The Echo was published from a large basement room of the Chemistry and Physics Building. The Horticulture and Biology Building housed a classroom they used along with quarters for their Household Science Department. The third floor of the Engineering Building contained 12 classrooms allotted for their use and the school's woodworking department, with an extra classroom in the Dairy Science Building. Student residential quarters and amenities were in the Tache Hall.

The school formed its own hockey club, the Silents, in 1908 and played in the Winnipeg Junior Independent League (which included the Winnipeg Falcons) while another Deaf squad played in a league that included other Winnipeg and suburban communities and school teams along with the Winnipeg Deaf Athletic Club and squads of the Princess Patricia’s Canadian Light Infantry as well as the Royal Canadian Horse Artillery from the Fort Osborne Barracks. For literary-minded pupils, Pharnorth Deafmute Literary Association was established on 6 December 1890 (later renamed the McDermid Literary Society).
