A brick monument in Russell, beside the offices for the Rural Municipality of Russell, was unveiled in 2000. It describes the history of the municipality, which was incorporated in 1881 and named for Surveyor-General Lindsay Russell. It comprises Townships 19, 20 and 21 in Ranges 28 and 29, and is mostly rural except for urban communities at Binscarth and Russell. (Formerly thriving hamlets at Harrowby and Millwood are now mostly depopulated.)
