Born at Shoal Lake on 15 July 1940, one of four children of Marshall Frederick Findlay (1912-1976) and Verna Bernice Olive Cochrane (1911-2003), he was elected to the Manitoba Legislative Assembly at the 1986 general election. Re-elected at the 1988, 1990, and 1995 elections, he served as Minister of Agriculture (1988-1993) and Minister of Highways and Transportation (1993-1999). He did not run in the 1999 general election.
