Westbourne was incorporated as a Municipality on 3 November 1873 and later reincorporated with a slightly different area on 1 December 1877. Originally comprising a large area, portions were later cleaved off to form the municipalities of North Norfolk (1881), Gladstone (1882), Lakeview (1920), part of Glenella (1920), and Alonsa (1945). In 2015, it was amalgamated with Gladstone and Lakeview to form the Municipality of WestLake-Gladstone.
