This three-storey brick and stone block on Walker Avenue in the Fort Rouge area of Winnipeg was designed and built in 1912 by owner J. J. Higgins at a cost of about $20,000. The 50 feet by 40 feet building contained seven apartments in its original configuration. It contains eight apartments today.
