MLA (1990-1995), MLA (1995-1999).

Born on 14 December 1943, daughter of Gwendolyn “Gwen” Hopper (?-1992) and Hugh McKay “Mac” Laughlin, she served as President of the Manitoba Association of School Trustees (1985-1986).

Elected to the Manitoba Legislative Assembly at the 1990 general election, she was re-elected at the 1995 election. She served as Minister of Co-operative, Consumer and Corporate Affairs (1991-1993), Minister of Urban Affairs (1993-1995), Minister of Housing (1993-1995), Minister of Education and Training (1995-1999), and Minister of Environment (1999). She was defeated at the 1999 general election.

On 8 August 1964, she married Donald John McIntosh at the St. James Anglican Church.
