Born at Winnipeg, only child of Samuel “Sam” Cockburn (1896-1986) and Mary Davies (1902-2001), in 1955 he graduated with an Architecture degree from the University of Manitoba and joined the architectural firm of Prain and Ward. On 27 January 1956, he married Maureen Joyce Besant at Winnipeg and they had three children.
