Born at Winnipeg on 21 March 1939, one of three children of Jean Louis Ducharme (1909-1970) and Mackalena Andreychuk (1914-2009), he was elected to the Manitoba Legislative Assembly at the 1986 general election and was re-elected in 1988 and 1990. He served as Minister of Urban Affairs (1988-1991), Minister of Housing (1988-1991), and Minister of Government Services (1991-1995). He did not run in the 1995 general election and later served as Chair of the Manitoba Municipal Board (1998-2000).
