The first town hall at Vista, in what is now the Municipality of Rossburn, was built as a store in 1911 by C. Finlay of Shoal Lake. It was soon taken over by the United Farmers of Manitoba and used as a hall. In January 1927, the community decided to build a new hall and the UFM donated its building. After canvassing the townsfolk, $171 was collected and the town agreed to proceed with its building plans. A money order for $19.25 was sent to Dauphin for a permit for 6,000 feet of spruce logs to build a 30 foot by 150 foot structure with a shingled roof. In August 1927, the hall opened with a dance.
