Born at St. Catharines, Ontario on 6 March 1860, he came to Winnipeg and opened a photography studio in partnership with J. W. Nicholls in December 1882. By August 1884, the partnership had been dissolved and Parkin was the sole proprietor of Parkin and Company. The studio was closed by 1888 but Parkin reappeared by 1890 as a photographer for the firm of Bennetto and Company.

On 19 December 1883, he married Jane Groh (1863-1944) at Winnipeg. They moved to British Columbia around 1913 and he managed an insurance agency until retirement in 1943. He died at West Vancouver on 3 May 1953.
