Farmer, MLA (1981-1986), MLA (1986-1988), MLA (1988-1990), MLA (1990-1995).
Born at Winnipeg on 23 January 1947, eldest of three children of Sidney Alfred Manness (1922-2024) and Helen Julia Kosior (1920-2022), he grew up on a farm near Domain. He was elected as a representative of the Morris constituency in the 1981 provincial general election and was re-elected in 1986, 1988, and 1990. He was not a candidate in the 1995 election. In 1993, he ran unsuccessfully for the leadership of the Progressive Conservative Party, against Gary Filmon and Brian Ransom. During his term in office, he served as Minister of Finance (1988-1993), Government House Leader (1988-1993), and Minister of Education and Training (1993-1995).
